The US metropolis New York is seeing an unprecedented influx of immigrants and refugees at the end of the year: Over 150,000 migrants have arrived in the East Coast city in the past eighteen months. In some weeks, there were several thousand and they came from all over the world. Starting the winter, the city with eight million inhabitants is now on the verge of reaching its capacities. The Democratic mayor Eric Adams recently found strong words: “This issue will devastate New York City.”
Migration Crisis in New York City: Shortage of accommodation and financial resources
With this, Adams mainly refers to the lack of accommodation and financial resources of the city to take care of the arrivals. One of the reasons why New York attracts so many people is the legal obligation of the city to provide accommodation for the night to anyone who requests it.
In practice, this has long since not always worked, and legally the law is repeatedly called into question, including by Adams. Almost 70,000 of the migrants, refugees, and asylum seekers, mainly from South and Central American countries like Venezuela, have been accommodated by the city administration in municipal shelters, where tens of thousands of homeless people were already staying.

Most immigrants, including people from Africa and Asia, come through the often very dangerous land route across the southern border of the USA. Many of them then make their way to New York – either by buses, organized by, among others, Republican Governor of Texas, Greg Abbott, or independently.
It is a political tactic of Republican governors of southern states to bring migrants into the democratically influenced parts of the country. However, many migrants also want to go to New York on their own, because they have relatives or acquaintances there, or because they know the city from film and television and expect many employment opportunities there.
Many illegal migrants live in the USA
Many of the immigrants, but by no means all, are living in the US illegally. Tens of thousands have already applied for asylum, but the processing of their applications can take many months. In September, the democratic government of US President Joe Biden announced that Venezuelan immigrants would be granted work permits more quickly so they could support themselves more quickly – but this has not had the desired effect so far.
In New York, many of the immigrants work without official permission, for example in construction. Women and children often sell sweets in the subway. The “new families,” as many New Yorkers call them, have visibly changed the cityscape for residents and visitors.
Especially at the beginning of the cold season, concerns about the lack of accommodation in the city are growing. “The colder the weather gets, the more it becomes a matter of life and death,” warned the head of the homeless association Coalition for the Homeless in the New York Daily News. “This will be bad.”
Generell erfahren die Ankömmlinge vorwiegend Unterstützung
Neben bestehenden Notunterkünften hat die Stadtverwaltung Hotels umfunktioniert oder Zeltstädte in Parks und auf Freiflächen errichten lassen. Auch der Central Park, Kreuzfahrtschiffe und Schulturnhallen wurden bereits in Betracht gezogen. Obwohl einige Anwohner protestieren, erfahren die Ankömmlinge überwiegend Unterstützung. Zahlreiche Organisationen sammeln Spenden und unterstützen die Einwanderer mit Informationen und Übersetzungen.
Viele Kinder besuchen bereits öffentliche Schulen in der Stadt, und in manchen Klassen sitzen mehr als ein Dutzend Kinder. Eine Schuldirektorin auf der vornehmen Upper West Side von Manhattan schrieb an die Eltern einer Grundschule, dass “unsere Schule die großartige Gelegenheit erhalten hat, Familien aus Zentral- und Südamerika in unserer Schulgemeinschaft willkommen zu heißen, die in unserem Land Asyl suchen”. Spanischsprachige Eltern halfen bei der Eingewöhnung, so dass einige Kinder schon nach wenigen Monaten dem englischen Unterricht folgen konnten.
Adams bemüht sich offen, die Migranten von der Reise nach New York abzuschrecken
Bürgermeister Adams hieß die Migranten anfänglich willkommen, versucht nun aber ganz offen, sie von der Reise nach New York abzuhalten. Er flog nach Mexiko, Ecuador und Kolumbien, um entsprechende Botschaften zu verbreiten und ließ an der US-Grenze Flugblätter verteilen, die im Grunde genommen sagen: Kommt nicht nach New York. Mittlerweile hat er angeordnet, dass obdachlose Migranten mit Kindern nur noch 60 Tage in den Unterkünften bleiben dürfen, alleinstehende Erwachsene nur 30 Tage. Danach müssen sie erneut um Unterkunft ansuchen – mit ungewissem Erfolg.
Adams und die Gouverneurin des Bundesstaates, Kathy Hochul, machen die Regierung von US-Präsident Joe Biden für fehlende Unterstützung verantwortlich. Diese wiederum stellte das Management der Herausforderung in New York in Frage. Ein Krisentreffen im Dezember blieb ergebnislos. “Hilfe ist nicht auf dem Weg”, kommentierte Adams danach. Den Republikanern spielt es in die Hände, dass das Thema Keile zwischen Parteifreunden treibt.
Illegale Einwanderung als vorherrschendes Thema der Präsidentschaftswahl
Die illegale Einwanderung ist auch eins der dominierenden Themen im Wahlkampf für die bevorstehende Präsidentschaftswahl 2024 in den USA. Die Republikaner, unter anderem Ex-Präsident Donald Trump als Kandidat bewirbt, werfen dem demokratischen Präsidenten Biden vor, nicht entschieden genug dagegen vorzugehen. Die Demokraten wiederum werfen den Republikanern vor, Gesetzesinitiativen zu dem Thema zu blockieren und sich nicht konstruktiv an Lösungen zu beteiligen.
Das Beispiel New York gibt den Republikanern Munition und setzt Biden vor der Wahl zusätzlich unter Druck. Zwar wählt der Bundesstaat New York, getrieben vor allem durch die gleichnamige Metropole, meist verlässlich für den demokratischen Präsidentschaftskandidaten – auf lokaler Ebene und bei Kongresswahlen könnten sich mit dem Migrationsthema aber auch republikanische Kandidaten durchsetzen, was auch Auswirkungen auf Washington haben wird.
