A hero’s welcome was given in the US Congress with minutes of applause. It has been almost a year since the Ukrainian President Wolodymyr Selenskyj was celebrated in Washington. At that time, it was his first trip abroad since the start of the Russian invasion. Washington as a destination was obvious: the USA are the most important supporters of his country. But a lot has happened since Selenskyj’s last visit. He has since visited many other capitals and is now in Washington for the third time within a year.
But this trip is different from the previous ones. Because Selenskyj is not coming as a hero, but as someone who has to ask the USA for money. The future of his war-torn country depends on whether he is successful or not.
Congress is blocking further assistance for Ukraine
A year ago, the Congress approved more billions for the support of Ukraine than US President Joe Biden had requested. Since the end of February 2022, more than $40 billion has been spent on military aid alone for the defense fight. Now, there is no money at all for the time being. Because Biden’s Democrats have lost the majority in one of the two chambers of parliament, the House of Representatives, to the Republicans.
In the past months, Biden has again requested billions for the support of Ukraine. But the Republicans are pushing him with demands for more funds to protect the US southern border. Without an agreement between the two parties, there is no money. The White House has calculated that the approved funds will run out by the end of the year.
It is mainly the Republicans who are increasingly doubting – or even completely rejecting – the aid for Ukraine. According to a recent poll, nearly half of the Republican electorate currently believes that the USA are sending too much support to Ukraine. In contrast, half of the surveyed Republicans responded differently at the beginning of the war: the USA are not doing enough.
Republicans as a party of isolationism
One point is certainly the fatigue factor and the question that has been raised in the middle of the election campaign, how long the billion-dollar aid should continue. Either aid for Ukraine or better border protection: for many Republicans, there seems to be only either-or.
The Republican Party has changed – and not just since Selenskyj’s visit a year ago. It is a conservative isolationism that is prevailing. It has already become established under former President Donald Trump and is the antithesis to the interventionist foreign policy of Ronald Reagan or George W. Bush. The Trump party, to which the Republicans have become, pleads for a withdrawal from the world – all in the style of Trump’s slogan “America first”.
For Selenskyj, everything is at stake
The mood in Ukraine has also changed. Unlike a year ago, pessimism is spreading in Kiev. The summer offensive did not bring any success. Instead, Selenskyj ordered a stronger expansion of the defense lines. In the east of the country, according to statements by the Ukrainian military leadership, Russian troops launched attacks on large parts of the front. The war aim proclaimed by Selenskyj of recapturing all territories within the 1991 borders has moved far into the distance.
Not only military support depends on the US Congress. In the package of nearly €57 billion that Biden has requested, there are also direct budget support for Kiev of almost eleven billion.
Euro beinhalten. Über drei Milliarden sollten eigentlich dieses Jahr fließen und konnten nur teilweise anders ersetzt werden. Ein Loch von gut 38 Milliarden Euro im ukrainischen Haushalt für 2024 soll hauptsächlich mit ausländischem Geld geschlossen werden.
Wenn weiterhin Geld aus den USA ausbleibt, wird bereits im Januar Alarm geschlagen. „Ohne die USA im Januar gibt es bereits einige Schwierigkeiten bei den Zahlungen im sozialen Bereich“, sagte die Chefin des Haushaltsausschusses im Parlament, Roxolana Pidlassa, dem ukrainischen „Forbes Magazin“.
Vor allem Rentenzahlungen für über zehn Millionen Menschen und die Hilfen für knapp fünf Millionen Binnenflüchtlinge wären betroffen. Ökonomen warnen davor, dass Kiew dann bereits im ersten Quartal gezwungen sein könnte, die Notenpresse anzuwerfen. Die Folge: Inflation und ein weiterer Anstieg der Unzufriedenheit mit Selenskyj.
Selenskyjs Misserfolg wäre auch für Biden verheerend
Auch für den US-Präsidenten steht eine Menge auf dem Spiel. Das wird an den drastischen Appellen deutlich, mit denen Biden und sein Team den Kongress seit Wochen zum Handeln auffordern. Die Ukraine werde „auf dem Schlachtfeld in die Knie gezwungen“, sollte der Fluss an Waffen und Ausrüstung aus den USA unterbrochen werden, schrieb die Direktorin des nationalen Haushaltsamtes an die Führung in beiden Kongresskammern. Selbst wenn internationale Partner ihre Hilfen aufstocken würden, könnten sie die US-Hilfen nicht ausgleichen.
Biden hat versprochen, die Ukraine so lange wie nötig zu unterstützen. Verbündete und Partner orientieren sich an den USA: Ob die USA weiterhin tätig sind oder nicht, ist für Entscheidungen in Berlin, Brüssel oder London von großer Bedeutung. Biden selbst warnte davor, dass Putins „Appetit auf Macht und Kontrolle“ sich nicht auf die Ukraine beschränke. „Wenn wir es zulassen, dass Putin die Unabhängigkeit der Ukraine auslöscht, werden Aggressoren in der ganzen Welt ermutigt, dasselbe zu versuchen.“
Auch innenpolitisch kann sich Biden ein Scheitern bei der Freigabe neuer Hilfen nicht leisten. Im Wahlkampf wäre es ein Zeichen absoluter Schwäche, wenn er sich in diesem ihm so wichtigen Anliegen nicht durchsetzen könnte. Es geht also nicht nur um die Verlässlichkeit der USA, sondern auch um Bidens Glaubwürdigkeit, seinen politischen Erfolg, sein Erbe. Kein Wunder also, dass Biden Selenskyj nun kurz vor Ablauf des Jahres noch einmal nach Washington eingeladen hat. Wohl kein anderer könnte Bidens Zweifler besser überzeugen als der ukrainische Präsident persönlich.
