Construction halt for LNG Terminals: Biden’s significant climate change policy shift makes Germany anxious now

After the Russian invasion of Ukraine, liquefied natural gas (LNG) from the United States became a crucial piece for the energy security of Europe. Along the North and Baltic Sea, the traffic light government led by Minister of Economics Robert Habeck (Green Party) has rapidly constructed a series of terminals to receive and distribute the liquefied natural gas.

A deal that benefited both sides: Europe, especially Germany, could at least partially reduce their gas dependency on Russia. And the USA made good money from LNG exports: In June 2023, the state-owned German utility company Sefe (formerly Gazprom Germania) signed a 20-year supply contract with a major LNG refinery in the state of Louisiana, USA.

Dirty Export Hit

It is precisely this refinery called Calcasieu Pass located on the Gulf Coast where US President Joe Biden has now thrown a spanner in the works. On Friday, the White House in Washington announced to put pending permits for the construction of LNG terminals on hold – the existing infrastructure will not be expanded for the time being. A tough blow for Calcasieu Pass: The operating company, Venture Global, had actually planned a gigantic expansion that would have tripled the size of the refinery.

During the last few years, LNG had become a major export hit for the United States. In 2016, the US production merely covered its own needs, but seven years later, the country became the world’s largest LNG exporter for the first time. New refineries sprouted along the coasts of the southern states Texas, Louisiana, and Alabama like mushrooms.

“An existential threat”

That’s enough for now, President Biden has decreed. The reason: the problematic climate impact of liquefied natural gas. “We want to examine more closely the effects of LNG exports on the climate, the economy, and energy security first,” Biden said on Friday. “People all over the world are suffering from the devastating impacts of climate change,” the president is quoted as saying in a White House statement. “This pause for new LNG permits sees the climate crisis for what it is: an existential threat of our time.”

LNG is generally considered less damaging to the climate than, for example, brown or hard coal. However, the extraction and processing of liquefied natural gas regularly release the particularly harmful gas methane, which is nearly 80 times more harmful to the climate than CO2 over a period of 20 years. Moreover, the export to Europe or Asia is carried out by large tanker ships that consume huge amounts of fossil fuels. Residents also regularly complain about air pollution: Since the opening of the Calcasieu Pass terminal in 2022, there have been nearly 150 official complaints, according to data from the Louisiana Department of Energy.

New Concerns for Europe

US media speculate that Biden’s decree is also aimed at appeasing the left wing of the Democratic Party, just over nine months before the presidential election in November. Anerkennung für Biden aus dem EU-Parlament

Die Entscheidung von Biden wird jedoch keine unmittelbaren Auswirkungen haben – weder auf die Klimabilanz noch auf die Versorgungssicherheit. Denn die bestehende Infrastruktur wird erhalten bleiben, wie das Weiße Haus klarstellte. Die Verbündeten der USA – darunter Europa und Deutschland – werden weiterhin beliefert.

Zudem bezog Deutschland zwischen dem 1. Januar 2023 und dem 25. Januar 2024 den größten Teil seines LNG (83 Prozent) aus den USA, wie aus Angaben des Energiewirtschaftsverbands (BDEW) hervorgeht. Allerdings wickelt Deutschland seine Gasimporte aber bislang nur zu einem kleinen Teil über die LNG-Infrastruktur ab. Nach Daten der Bundesnetzagentur betrug der Anteil von LNG an Deutschlands Gasimporten im Dezember sieben Prozent. Die Hauptlieferanten von Erdgas im vergangenen Jahr waren Norwegen, die Niederlande und Belgien.

Probleme könnten also höchstens entstehen, wenn Deutschland in den kommenden Jahren seinen LNG-Bedarf empfindlich steigern müsste – was jedoch als unwahrscheinlich gilt. Daher finden sich auch Befürworter der Biden-Entscheidung in Europa. Am Dienstag drückten bereits 60 Abgeordnete des Europäischen Parlaments in einem offenen Brief an den US-Präsidenten ihre Unterstützung aus. „Europa sollte nicht als Vorwand für die Ausdehnung der LNG-Exporte genutzt werden, die unser gemeinsames Klima gefährden“, hieß es darin. Europas aktueller Verbrauch an fossilem Gas wird bereits durch die aktuellen Importmengen und vorhandene Infrastruktur gedeckt.
